Requires persons soliciting fees for filing Secretary of State documents or retrieving public records to include a prominent advertisement disclaimer stating the offer is not from any government agency and payment is not required, in at least 24-point type for physical documents or at the beginning of electronic communications.

Mandates solicitations include information on where persons can file documents directly with the Secretary of State or retrieve public records, plus the name and physical address of the person soliciting the fee.

Prohibits solicitations from using forms, deadline dates, or language that make them appear to be issued by a government agency or impose a legal duty on the recipient.

Classifies violations of these solicitation requirements as deceptive trade practices under Colorado law, effective 90 days after legislative adjournment, or upon voter approval if a referendum petition is filed.
