Extends the maximum duration of employment contracts for non-tenure-track classroom teaching and librarian appointments from three years to five years at Colorado higher education institutions.

Allows an unlimited number of government-supported officials or employees to hold these extended contracts for half-time or longer, non-tenure-track teaching positions.

Maintains existing limits on other types of employment contracts, which are still capped at five years for not more than six officials or employees per institution.

Requires that term employment contracts include a provision stating the contract is unenforceable if the institution breaches certain conditions during the contract term.

Takes effect 90 days after the 2023 general assembly adjourns, unless subject to a referendum petition that would require voter approval at the November 2024 general election.
