Removes the requirement that county treasurers automatically serve as ex officio treasurers for drainage and irrigation districts, allowing districts to appoint their own district treasurers instead.

Changes county treasurer fee structure for collecting district assessments from a flat $25-$100 annual fee (through December 31, 2025) to 0.25% of all money received for assessments (effective January 1, 2026).

Requires drainage and irrigation district boards of directors to appoint a separate district treasurer to manage district funds and bond accounts.

Modifies county treasurer duties to collect district assessments under existing tax collection procedures and distribute them to the district treasurer per Section 39-10-107.

Takes effect January 1, 2024, subject to voter approval if a referendum petition is filed within 90 days after the legislative session ends.
