Expands refund guarantees to operators, primary ticket sellers, resellers, and ticket resale marketplaces when events are canceled, tickets are counterfeit, don't grant admission, or fail to match their advertised description

Prohibits denying event access to purchasers with valid tickets based solely on whether the ticket was resold through an unapproved reseller or resale marketplace

Requires prominent display of total ticket prices including all mandatory fees (service, convenience, logistics) when initially displayed and in any price quotes or advertisements

Prohibits using automated software, bots, and spoofed identities to circumvent purchase limits, waiting periods, or security measures; prohibits displaying trademarked content or confusingly similar websites without consent

Establishes escalating civil penalties for violations: $10,000-$20,000 for first violation; $25,000-$50,000 for second; $100,000-$200,000 for third; and $1,000,000-$2,000,000 for fourth and subsequent violations
