Requires the Public Utilities Commission to promulgate rules mandating utilities submit information about "best value" employment metrics in annual progress reports for electric resource acquisitions under construction.

Directs the Public Utilities Commission to submit annual reports to the Energy and Environment Committee of the House and Transportation and Energy Committee of the Senate summarizing the employment metrics data reported by utilities and how the Commission considered that information.

Repeals the requirement for the State Auditor to conduct a performance audit of the Commission's implementation of "best value" employment metrics, which was completed in July 2022.

Establishes the first reporting deadline as December 31, 2024, with subsequent reports due by December 31 each year thereafter, continuing in perpetuity.

Takes effect 90 days after final adjournment of the general assembly, or if subject to referendum petition, upon approval by voters in November 2024.
