Expands the Career Development Success Program to include Boards of Cooperative Services as eligible participants alongside districts and charter schools.

Increases annual appropriation from $1 million to $9.5 million beginning in the 2023-24 budget year for schools meeting completion requirements in industry credentials, workplace training, and advanced placement courses.

Adds construction industry apprenticeship and pre-apprenticeship programs as qualified programs eligible for $1,000 per student completion incentives.

Provides 120% of per-pupil funding for economically disadvantaged students and allocates $5 million in the 2023-24 school year to districts requiring all students to complete at least one qualified program before graduation.

Changes reporting requirements to measure at-risk students by economic disadvantage in state school finance formula rather than free or reduced-price lunch eligibility and extends program repeal date from September 1, 2024 to September 1, 2034.
