SB23-068 Summary

• Counties with populations under 3,000 may expand their public hospital boards from 5 to 7 trustees by board of county commissioners resolution, with new trustees holding office until specified January dates.

• Public hospital boards may hold property titles in either the county's name or the hospital's corporate name for the hospital's use and benefit.

• Public hospital boards may offer healthcare products and services to the general public that are consistent with their powers and duties as county hospitals.

• County commissioners may appropriate flexible amounts from their general fund for hospital improvements and operations, removing the previous 5 percent cap on general fund appropriations.

• The act takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition filed by November 2024.
