Extends the repeal date of the Defense Counsel on First Appearance Grant Program from September 1, 2023 to September 1, 2028.

Removes the program from the sunset review scheduled for September 1, 2023 and adds it to the sunset review scheduled for September 1, 2028.

Appropriates $1,666,652 to the Department of Local Affairs for the 2023-24 fiscal year to fund the grant program, including 0.4 FTE.

Requires the Department of Regulatory Agencies to conduct a sunset review of the grant program before its repeal date in accordance with existing sunset review procedures.

Implements recommendations from the 2022 sunset report by the Department of Regulatory Agencies regarding continuation of the program.
