• Creates the Colorado Fostering Success Voucher Program to provide rental assistance vouchers and case management services to eligible former foster youth ages 18-25 experiencing homelessness or at imminent risk of homelessness.

• Establishes eligibility requirements including prior foster care or kinship care involvement after age 14, Colorado residency, income limits determined by the Department of Local Affairs, and voluntary agreement to participate in case management services.

• Allocates administrative responsibilities between the Department of Local Affairs (voucher payments to landlords, income verification, fair housing compliance) and Department of Human Services (case management standards, voucher allocation, oversight).

• Requires voucher recipients to contribute no more than 30 percent of their income toward housing costs and mandates participation in case management services provided by eligible agencies.

• Appropriates $2,674,677 in general fund and anticipates $22,096 in federal funds for fiscal year 2023-24 to implement the program within the Division of Child Welfare.
