SB23-094 Summary

• Creates the Colorado School Transportation Modernization Task Force within the Department of Education to study and recommend improvements to school transportation systems statewide.

• Task force composition includes minimum 27 members appointed by the Commissioner of Education, representing parents, school transportation directors, special education directors, charter schools, labor unions, businesses, public transportation providers, and other stakeholders.

• Task force must meet at least twice between August-December 2023 and at least four times between May-November 2024, then submit findings and recommendations to the legislature, state board of education, and governor by December 1, 2024.

• Department of Education must collect and report on school transportation data including student eligibility, utilization rates, driver staffing levels, fleet diversification, and service gaps to inform task force work.

• Appropriates $95,313 to the Department of Education for 2023-24 fiscal year and requires 0.5 FTE staff; article 107 sunsets July 1, 2025.
