Creates a new crime of "unlawfully aiming a laser device at an aircraft," classified as a Class 6 felony under Colorado Revised Statutes 18-3-210.

Applies when a person knowingly points, focuses, or aims a laser beam at an aircraft in flight or on the ground while occupied, and the incident is reported to law enforcement by the pilot or crew member.

Exempts authorized individuals conducting research and development or flight test operations for aircraft manufacturers or the Federal Aviation Administration.

Exempts members of the U.S. Department of Defense or Department of Homeland Security acting in official capacity for research, development, operations, testing, or training purposes.

Exempts use of laser devices with intent to send an emergency distress signal.

Takes effect July 1, 2023, and applies to offenses committed on or after that date.
