• Requires delivery network companies (DNCs) and transportation network companies (TNCs) to disclose take rates, take amounts, consumer payments, and driver earnings on a full smartphone screen before consumers tip, with required acknowledgment from both parties.

• Mandates DNCs and TNCs disclose destination locations, estimated fares, and amounts paid to drivers before drivers accept tasks, and prohibits retaliation against drivers who decline tasks after receiving disclosures.

• Requires weekly wage transparency disclosures to drivers showing driver pay before expenses, tips, estimated expenses, hourly net pay, and applicable minimum wage for jurisdictions where work occurred.

• Establishes transparent termination procedures including requirements to provide termination basis within 10 days and allows drivers to request administrative review hearings within 180 days, with DNCs/TNCs bearing burden of proof that termination was warranted.

• Imposes penalties of up to $1,000 per violation to affected drivers/consumers and $100 per violation fines to the state, plus allows civil actions for injunctive relief and actual damages, effective January 1, 2024.
