Postpones expiration of agency rules scheduled for May 15, 2023 from 15 state departments and 2 independent entities (public employees' retirement association and board of equalization), applying recommendations from the Committee on Legal Services.

Exempts specific professional licensing rules from the extension across 36 regulatory boards, including rules prohibiting denial of licensure or disciplinary action based solely on civil, criminal judgments, or professional disciplinary actions.

Affected rules were adopted or amended between November 1, 2021 and November 1, 2022, and include licensing requirements for social workers, accountants, nurses, physicians, dentists, engineers, and numerous other health and professional practitioners.

Excludes from extension the Colorado Student Loan Equity Act rule (4 CCR 902-3, Rule 5.A.) requiring private education lenders to provide specific information to borrowers.

Declares the act necessary for immediate preservation of public peace, health, or safety under the safety clause.
