Amends the 2022-23 fiscal year appropriation to the Department of Health Care Policy and Financing to modify Part VI and affected totals from HB 22-1329, with changes including various line item adjustments across executive operations, medical services, and community programs.

Appropriates $13,975,326 for the 2021-22 fiscal year to cover overexpenditures in medical and long-term care services for Medicaid eligible individuals ($9,975,719 from general fund) and behavioral health payments ($3,760,865 from healthcare affordability and sustainability fee cash fund).

Modifies 2022-23 appropriations for transfers to the Department of Early Childhood for early intervention services, adjusting the general fund amount from $4,063,691 to $3,685,974 and adjusting anticipated federal funds from $4,063,691 to $4,672,244.

Releases all spending restrictions on Department of Health Care Policy and Financing funds for the 2022-23 fiscal year pursuant to state budget procedures.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety.
