Provides a supplemental appropriation of $34,362,298 to the Colorado Department of State for fiscal year 2022-2023.

Allocates funds across four divisions: Administration ($13,066,976), Information Technology ($10,204,430), Elections ($7,495,590), and Business and Licensing ($3,595,302).

Majority of funds come from the Department of State Cash Fund with $457,349 from federal funds designated for elections assistance programs.

Allows the Elections Division to spend up to 115 percent of the specified local election reimbursement amount ($3,200,000) if actual county reimbursements required by law exceed the budgeted amount.

Declared necessary for immediate preservation of public peace, health, and safety under the safety clause provision.
