Appropriates supplemental funding to the Colorado Department of Transportation for fiscal year beginning July 1, 2022, totaling $1,789,270,539.

Increases Administration funding to $42,370,572 (161.0 FTE), with most funds from the State Highway Fund.

Increases Construction, Maintenance, and Operations funding to $1,428,924,019 (3,156.0 FTE), primarily from the State Highway Fund and various cash fund sources.

Provides funding for six transportation enterprises including Statewide Bridge Enterprise ($145,186,737), High Performance Transportation Enterprise ($40,133,656), and Clean Transit Enterprise ($8,280,329).

Allocates $117,250,000 for Special Purpose programs including $114,800,000 for Multimodal Transportation Projects (available through fiscal year 2025-26), $1,500,000 for First Time Drunk Driving Offender programs, and $950,000 for Marijuana Impaired Driving programs.
