Amends the fiscal year 2022-2023 appropriation to the Department of the Treasury in Session Laws of Colorado 2022, section 2 of chapter 507 (HB 22-1329).

Appropriates a total of $968,696,184 to the Department of the Treasury, with $288,077,642 from the General Fund and $631,903,150 from cash funds.

Includes appropriations for Administration ($6,562,208), Unclaimed Property Program ($2,923,961), and Special Purposes including property tax exemptions, Highway Users Tax Fund payments, academic facility lease purchases, and PERA liability distribution ($225,000,000).

Designates specific fund sources for various line items, including Unclaimed Property Trust Fund revenues, cash management transaction fees, and Highway Users Tax Fund allocations to counties and municipalities.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety.
