Appropriates $10,000,000 from the severance tax operational fund to the wildfire mitigation capacity development fund for the 2022-23 state fiscal year.

Authorizes up to $5,000,000 annually from the severance tax operational fund to the wildfire mitigation capacity development fund for fiscal year 2023-24 and each subsequent year.

Amends Colorado Revised Statutes 39-29-109.3 to allow the general assembly to appropriate severance tax funds for wildfire mitigation capacity development when less than 100% of available funds are appropriated for other specified purposes.

Updates the wildfire mitigation capacity development fund statute to include money appropriated pursuant to the severance tax operational fund allocation.

Department of natural resources is designated as responsible for accounting related to these appropriations.
