Amends Colorado Revised Statutes to allow the General Assembly to appropriate money from the Information Technology Capital Account for IT projects submitted by the Legislative or Judicial Department, Department of Law, Department of State, or Department of the Treasury as operating requests.

Grants the Joint Technology Committee oversight authority over any IT project for which the General Assembly makes an appropriation pursuant to this new process, including authority to request data, reports, and information from applicable departments.

Clarifies that unexpended or unencumbered money from IT capital account appropriations reverts to the account at the end of the fiscal period and cannot be used for projects beyond the original scope without Joint Technology Committee approval.

Establishes that all interest earned from investment of money in the Information Technology Capital Account remains in and becomes part of the account, and unappropriated balances do not revert to the general fund.
