Department of Motor Vehicles shall issue special stegosaurus state fossil license plates starting January 1, 2024, for motorcycles, passenger cars, trucks, and noncommercial vehicles not exceeding 16,000 pounds empty weight.

A Colorado-based nonprofit organization in existence for at least 5 years that provides dinosaur education, manages paleontology sites registered as national natural landmarks, and has preserved fossils for 5+ years shall be designated every 5 years to qualify applicants requiring donations.

Applicants must pay regular vehicle license plate taxes and fees plus an additional one-time $25 fee for issuance or replacement, with the $25 fee credited to the Highway Users Tax Fund.

Donations collected by the designated organization must fund educational dinosaur programs for children and families and preserve dinosaur fossils and prehistoric sites in Colorado.

The act appropriates $39,151 to the Department of Revenue for fiscal year 2023-24, consisting of $5,492 from the Colorado DRIVES vehicle services account and $33,659 from the license plate cash fund.
