SB23-146 Summary

• Changes the Colorado state apprenticeship resource directory from a one-time creation deadline to ongoing maintenance by the department, updated at least annually.

• Expands required program information to include occupation names and certificates issued by the U.S. Department of Labor, additional credentials participants receive, and optional credentials they may pursue.

• Modifies wage reporting requirements to include lowest and highest journeyworker wages instead of average current compensation for program completers.

• Requires the department to conduct annual outreach providing technical assistance on updating program information and resources promoting apprenticeship openings to the public.

• Adds definitions for "journeyworker" (skilled workers with mastery of occupation skills through apprenticeship or practical experience) and "state apprenticeship agency" (created under section 8-15.7-102).
