Requires manufacturers and sellers of disposable wipes sold in Colorado to label products with a "DO NOT FLUSH" notice and symbol on packaging, effective for products manufactured on or after December 31, 2023.

Applies to covered products including baby wipes, bathroom cleaning wipes, disinfecting wipes, hand sanitizing wipes, makeup removal wipes, and other nonwoven disposable wipes composed of petrochemical-derived fibers likely to be flushed.

Label notice must be at least 2% of the principal display panel surface area with high contrast, with specific placement requirements varying by packaging type (cylindrical, flexible film, refillable tubs, or bulk packaging).

Prohibits covered entities from making any representations about flushable attributes, benefits, performance, or efficacy of covered products through product names, endorsements, or trademarks.

Violations constitute deceptive trade practices under the Colorado Consumer Protection Act, with enforcement provisions and exceptions for federally regulated pesticide products and certain combination packaging scenarios.
