Removes the September 1, 2023 repeal date for the Department of Agriculture's regulation of custom processing of meat animals (Article 33, Title 35) and extends it to September 1, 2032.

Changes penalties for violations from a fixed maximum of $750 per violation to penalties determined by the commissioner or court, with the same $750 maximum but allowing doubling for repeat offenses.

Downgrades criminal penalties for Article 33 violations from class 2 misdemeanor to petty offense.

Redirects civil penalty collections to the General Fund instead of the inspection and consumer services cash fund.

Makes the stakeholder group for poultry processing optional (to convene "as needed") rather than mandatory, and eliminates specific reporting requirements from 2016.
