Extends the sunset date for the Community Crime Victims Grant Program from September 1, 2023 to September 1, 2028, continuing the program for five additional years.

Removes the program from the September 1, 2023 repeal schedule and adds it to the September 1, 2028 repeal schedule in Colorado's regulatory agency review process.

Allows unexpended appropriated funds not spent by July 1, 2023 to be carried forward and further appropriated for the 2023-24 state fiscal year for the same purpose.

Changes the date for transferring all unexpended and unencumbered fund money to the general fund from September 1, 2024 to September 1, 2029.

Takes effect 12:01 a.m. the day after the 90-day period following final adjournment of the general assembly, unless a referendum petition is filed requiring voter approval in November 2024.
