Removes the Division of Racing Events and Colorado Racing Commission from the September 1, 2023 sunset repeal date and extends their continuation through September 1, 2032.

Clarifies that additional simulcast facilities operated by Class B horse track licensees must obtain written consent from other licensees before locating within 50 miles of their tracks, with the Commission establishing consent procedures by rule.

Amends simulcast race reception rules to reference the new consent requirement section and clarifies that in-state simulcast facilities located within 50 miles of active horse tracks cannot receive simulcast races on days when live races are running without the track licensee's consent.

Implements recommendations from the 2022 sunset review report by the Department of Regulatory Agencies.

Takes effect 90 days after the legislative session ends, unless a referendum petition is filed by November 2024, in which case it requires voter approval at the November 2024 general election.
