Prohibits licensed gun dealers from selling firearms to persons under 21 years of age and makes such sales a class 1 misdemeanor.

Prohibits unlicensed persons from facilitating firearm sales to persons under 21 years of age.

Makes it unlawful for persons under 21 years of age to purchase firearms, with violations constituting a class 2 misdemeanor.

Provides exemptions for active members of the United States Armed Forces on duty, peace officers on duty, and individuals certified by the P.O.S.T. Board.

Takes effect 90 days after final adjournment of the general assembly, subject to voter approval at the November 2024 general election.
