SB23-174 Summary

• State Department must provide Medicaid recipients under 21 years old with access to limited behavioral health services without requiring a diagnosis, effective July 1, 2024.

• Limited services include family therapy, group therapy, individual therapy, prevention/promotion/education/outreach services, and evaluation/intake/case management/treatment planning.

• State Department must notify patients, providers, human services departments, counties, law enforcement, schools, and other impacted entities about service availability by July 1, 2024.

• State Department must report annually to legislative health committees beginning November 1, 2025, regarding service utilization by code and differences within school health services programs, with report requirements determined through stakeholder engagement.

• Reporting requirement repeals effective July 1, 2031.
