Expands downtown development authority board membership from 5-11 members to 9-13 members during any twenty-year extension period, with two members appointed by county commissioners and school district boards.

Allows governing bodies to extend tax increment financing allocations for multiple additional twenty-year periods beyond the initial thirty-year period and first twenty-year extension.

Requires base year advancement of one year per year during subsequent twenty-year extensions (rather than ten years upfront as in the first extension).

Maintains fifty percent property tax allocation to the municipality's special fund during extension periods, with the remaining fifty percent available for negotiation with public bodies.

Permits municipalities to delegate borrowing and lending authority to downtown development authority boards through intergovernmental agreements approved by ordinance and resolution.
