Eliminates the requirement that local governments obtain voter approval before providing cable television service, telecommunications service, broadband internet service, or middle mile infrastructure.

Repeals sections 29-27-201 (voter referendum requirement) and 29-27-202 (exemption for unserved areas), allowing local governments to provide these services without prior voter authorization.

Expands the definition of services local governments may provide to include "broadband internet service" and "middle mile infrastructure" (as defined in federal law 47 U.S.C. § 1741(a)(9)).

Maintains that local governments providing these services must comply with all applicable state and federal laws and cannot grant undue preference to themselves or private providers.

Allows local governments to provide these services through contracts, leasing arrangements with private providers, or resale/wholesale transactions, subject to the requirements of Article 27.
