State licensing authority may refund only licensing fees when marijuana applications are denied; application fees are retained by state and local licensing authorities.

Applicants may renew state marijuana licenses for up to one additional year while awaiting local jurisdiction approval, provided they submit a renewal application and demonstrate why local approval has not yet been obtained.

State licensing authority must revoke state-issued licenses if the local licensing authority denies an application.

State treasurer must transfer general fund money to the marijuana cash fund on October 1, 2023, based on unused appropriation reversions reported by the Department of Revenue.

Bill applies to marijuana license applications submitted on or after the effective date and takes effect 90 days after final adjournment, subject to voter approval if a referendum petition is filed.
