Creates a commemorative license plate in Colorado to honor United States Naval Construction Battalions (Seabees), including veterans and active or reserve members.

Department of Motor Vehicles shall design and issue the Seabees license plate beginning January 1, 2024, or when production-ready, whichever is later.

Applicants must submit a DD214 form or other sufficient evidence demonstrating honorable discharge from, retirement from, or active/reserve membership in a Construction Battalion of the United States Navy.

No fee charged for one set of Seabees license plates for passenger cars, trucks, motorcycles, or noncommercial/recreational vehicles.

Appropriates $8,684 to the Department of Revenue for fiscal year 2023-24, consisting of $6,653 from the Colorado DRIVES vehicle services account and $2,031 from the license plate cash fund.
