Adds funding requirements to the Colorado Universal Preschool Program law to preserve the General Assembly's historic commitment to preschool funding.

For fiscal year 2023-24, requires appropriation of an amount equal to the difference between the 2022-23 state share of total program (with budget stabilization factor applied) and what that amount would have been without including statewide preschool enrollment and three- and four-year-old pupils with disabilities.

For fiscal year 2024-25 and each year thereafter, requires appropriation of the amount from 2023-24 increased annually by the rate of inflation.

Removes previous language requiring automatic annual transfers to the preschool programs cash fund and replaces it with the new appropriation structure outlined above.

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case voter approval is required at the November 2024 general election.
