Creates an Office of Facility Schools within the Department of Education to oversee approved facility schools serving students with exceptionally severe or specialized needs.

Establishes a new "specialized day school" category as an approved facility school option and requires the Facility Schools Board to develop authorization procedures and accreditation measures for these schools.

Implements a new baseline funding model for approved facility schools starting in the 2023-24 budget year, providing stable predictable funding based on student enrollment projections rather than monthly enrollment counts.

Creates an interagency resource guide (by November 1, 2023) across multiple state departments to streamline the licensing and authorization process for facilities becoming approved facility schools.

Establishes a Technical Assistance Center to provide training, professional development, and support to rural and remote school districts unable to access approved facility school placements, and a Shared Operational Services Grant Program to help facility schools coordinate support services.
