Repeals increased copayment requirements for Medicaid pharmacy and hospital outpatient services that were set to take effect January 1, 2018, eliminating the requirement for recipients to pay at least double the 2015-16 average amounts.

Modifies Colorado Revised Statutes 25.5-4-209 to allow Medicaid recipients to continue paying copayments determined by state department rules, subject only to federal Title XIX limitations.

Appropriates $1,886,150 for fiscal year 2023-24, consisting of $1,439,499 from the general fund and $446,651 from the healthcare affordability and sustainability fee cash fund.

Anticipates receipt of $5,459,357 in federal funds for fiscal year 2023-24 to support medical and long-term care services for Medicaid-eligible individuals.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, or safety.
