Amends Colorado law to allow the Colorado Commission on Higher Education to enter into agreements for reciprocal tuition waivers or subsidies with other states for Colorado residents pursuing postgraduate or professional degrees out-of-state, subject to available appropriations.

Requires any agreement providing tuition subsidies to out-of-state students to include a post-educational service requirement or repayment obligation.

Mandates the Commission establish policies to maximize benefits of professional student exchange programs, including specific provisions for optometry students entering programs in 2024-25 and thereafter to provide services to Colorado residents enrolled in Colorado Medical Assistance Act programs.

Allows the Commission to reduce service requirements for students who serve in areas with insufficient access to optometry or other medical services, with the Department of Public Health and Environment to help identify underserved areas.

Requires the Commission to report to the Governor and General Assembly in 1996 and every subsequent even-numbered year on these programs, including changes implemented and their impacts.
