Allow the Colorado State University System board of governors to annually negotiate fee-for-service contracts with the department for delivery of specialty education services, including health sciences programs and the veterinary medicine program.

Extend existing fee-for-service contracting authority previously limited to the University of Colorado Health Sciences Center to include Colorado State University programs.

Base fee-for-service contract amounts on the preceding fiscal year's contract amount, adjusted by the percentage change in total state appropriations for the applicable fiscal year.

Declare the act necessary for immediate preservation of public peace, health, or safety under the safety clause provision.
