Adds statute authorizing the state court administrator to reimburse counties of the Eighteenth Judicial District for eligible expenses related to creating the Twenty-Third Judicial District.

Eligible expenses for 2023-24 fiscal year include consulting fees and transition contractor project management fees for establishing a district attorney's office.

Eligible expenses for 2024-25 fiscal year include annual and sick leave payouts for staff transitioning between districts and information technology infrastructure, equipment, software, data migration, and staff transition costs.

Appropriates $668,600 from the general fund to the judicial department for the 23rd judicial district attorney's office transition and implementation in fiscal year 2023-24.

Repeals the authorization statute effective July 1, 2026.
