Directs the Division to stop crediting money from the Revenue Loss Restoration Cash Fund as advance premium payments for state employee family and medical leave insurance coverage at the end of fiscal year 2023-24.

Requires the State Treasurer to transfer $35 million from the Family and Medical Leave Insurance Fund back to the Revenue Loss Restoration Fund once the fund balance reaches $100 million.

Requires the State Treasurer to transfer any remaining portion of the $57 million originally transferred to the insurance fund back to the Revenue Loss Restoration Fund after the State Controller publishes the comprehensive annual financial report for fiscal year 2023-24.

Updates the Revenue Loss Restoration Cash Fund statute to include amounts transferred back from the Family and Medical Leave Insurance Fund as repayment of unexpended advance premium payments.
