Authorizes the Department of Law to use money appropriated for litigation management to address unanticipated state legal needs that arise during the fiscal year.

Prohibits the reallocation of litigation management funds for salary increases, promotions, reclassifications, or bonuses for any department employee.

Prohibits using reallocation of funds to offset present or future personal services deficits in any division within the department.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
