Creates the Electric Vehicle Service Equipment Fund in the state treasury to support electric vehicle charging infrastructure at National Guard facilities.

Fund receives revenue from charges imposed on persons using electric vehicle service equipment at National Guard facilities and accepts gifts, grants, or donations from public or private sources.

Allows the department to expend fund money for operating costs including electricity, installation, repair, warranties, replacement, network service operation, maintenance, and salaries related to electric vehicle charging equipment.

Appropriates $50,000 from the fund to the Department of Military and Veterans Affairs for the 2023-24 fiscal year to implement the program as operating expenses.

Declares the act necessary for immediate preservation of public peace, health, or safety.
