Authorizes the Small Communities Water and Wastewater Grant Fund to be used as a state match for federal funds under the Infrastructure Investment and Jobs Act (Pub. L. 117-58) for water pollution control or drinking water projects.

Expands allowable uses of the fund to include grants for water projects authorized under Colorado Revised Statutes sections 37-95-107.6 or 37-95-107.8, in addition to existing grant purposes.

Changes fund language from "shall consist" to "consists" and updates terminology throughout to refer to "money" instead of "moneys."

Requires that fund income from deposits and investments remain credited to the fund, with all unexpended and unencumbered money retained in the fund at fiscal year end rather than reverting to the general fund.

Declares the act necessary for the immediate preservation of public peace, health, or safety.
