SB23-240 Summary

• Increases dairy plant licensing fees based on annual average daily milk received: under 1,000 pounds ($390), 1,000-19,999 pounds ($780), 20,000-449,999 pounds ($1,300), and 450,000+ pounds ($2,080)

• Adds volume-based production fee of one cent per 100 pounds (or fraction thereof) for dairy plants receiving more than 20,000 pounds of milk per day

• Caps total annual fees at $150,000 per dairy plant, with the department reducing the production fee if combined fees would exceed this threshold

• Maintains existing $50 yearly fee requirement for milk and cream testers who complete recognized college courses or pass departmental examination

• Takes effect July 1, 2023
