SB23-241 Summary

• Creates the Office of School Safety within the Department of Public Safety's executive director office, administered by a director appointed by the executive director.

• Requires the Office to appoint a grants manager to assist schools in obtaining funding for school safety initiatives and creates a Crisis Response Unit within the Office to assist schools during crisis or emergency events.

• Transfers oversight of the School Safety Resource Center from the Department of Public Safety to the Office of School Safety and makes the Office the administrator of the School Access for Emergency Response Grant Program.

• Establishes a new Youth Violence Prevention Grant Program providing rapid response grants up to $100,000 to schools, charter schools, community organizations, and local governments to address youth violence prevention and intervention.

• Appropriates $25,798,091 for fiscal year 2023-24 to fund administrative services, the School Safety Resource Center, crisis response unit, threat assessment, school security disbursement program, and youth violence prevention program.
