Transfers $10 million from the severance tax operational fund to the capital construction fund on July 1, 2023, for use by state-supported institutions of higher education in energy impacted counties for energy-related programs or projects.

Appropriates $9,108,609 to Colorado Mesa University for the 2023-24 fiscal year, consisting of $6,000,000 from the capital construction fund and $3,108,609 from institutional reserves and donations, for a campus-wide geothermal-exchange loop project.

Appropriates $4,000,000 to Western Colorado University for the 2023-24 fiscal year from the capital construction fund for petroleum geology program teaching and laboratory space expansion and natural and environmental sciences department expansion.

Allows unspended appropriations from both universities to carry forward to the 2024-25 and 2025-26 fiscal years for the same purposes.

Repeals the transfer authorization effective July 1, 2026.
