Establishes standards requiring products marketed as compostable in Colorado to be certified compostable according to ASTM D6400 or ASTM D6868 standards as of January 1, 2019.

Requires certified compostable products to display certification logos, the word "compostable," and green-colored labeling or symbols to be easily identifiable at point of sale and in composting facilities, effective July 1, 2024.

Prohibits non-compostable products from using compostable labeling, green color schemes, or misleading marketing language such as "natural," "biodegradable," or "degradable," effective January 1, 2024.

Prohibits compostable products from displaying recycling symbols or chasing arrow resin identification codes to prevent confusion with recyclable materials.

Requires producers to provide certification documentation upon request and establishes a Department of Public Health and Environment complaint forum with $26,250 in appropriations for implementation.
