Prohibits the Colorado Parks and Wildlife Commission from releasing federally endangered gray wolves into designated lands until the U.S. Fish and Wildlife Service completes a final federal rule designating the wolf population as a nonessential experimental population under 16 U.S.C. section 1539(j).

Requires completion of the federal National Environmental Policy Act analysis for gray wolf releases before reintroduction can occur.

Establishes that this federal designation and environmental review are critical prerequisites to enable the state to implement best management practices given the wolf's endangered species status.

Notes that gray wolves are anticipated to travel substantial distances (averaging 50 miles, ranging from 22 to 140 miles) after release and will likely occupy federal lands despite planned releases on state or private lands.

Declares the act necessary for immediate preservation of public peace, health, and safety.
