Amends Colorado Revised Statutes 42-5-112 to expand eligible grant programs under the automobile theft prevention authority to include victim support programs and technology enhancement programs.

Creates the Colorado auto theft prevention cash fund to receive gifts, grants, and donations, along with appropriations and transfers from the general assembly, with funds subject to annual appropriation for direct and indirect implementation costs.

Transfers $5,000,000 from the general fund to the auto theft prevention cash fund on July 1, 2023, for statewide education and outreach, victim support, law enforcement overtime, dedicated prosecution programs, tracking system upgrades, and other related costs.

Appropriates $5,000,000 to the Department of Public Safety for the 2023-24 fiscal year from the newly created Colorado auto theft prevention cash fund for use by the Colorado State Patrol and the automobile theft prevention authority.

Declares the act necessary for immediate preservation of public peace, health, and safety.
