Extends the application filing deadline for festival permits from 10 business days to 30 calendar days before a festival is held.

Increases the festival permit processing fee from $25 to $50 for the first festival, with a $50 processing fee required for each subsequent festival.

Allows permittees to hold up to 9 festivals per calendar year (beginning January 1, 2024), replacing the previous 12-month rolling period.

Permits individual licensees to participate in up to 52 festivals each calendar year, including up to 9 festivals held under their own festival permit.

Takes effect June 1, 2023.
