Defines "neonicotinoid pesticide" in Colorado law as any pesticide containing chemicals from the neonicotinoid class, including acetamiprid, clothianidin, dinotefuran, imidacloprid, nitenpyram, nithiazine, thiacloprid, or thiamethoxam.

Requires the Commissioner of Agriculture to adopt rules by January 1, 2024 designating neonicotinoid pesticides as limited-use pesticides.

Requires the Commissioner of Agriculture to adopt rules by July 1, 2024 restricting neonicotinoid pesticide sales to only licensed dealers.

Exempts neonicotinoid products used in academic research and products labeled for pet care, veterinary use, indoor pest control, lice treatment, structural insulation, wood preservation, bait stations, or insect strips.

Takes effect 90 days after final adjournment of the general assembly, subject to voter approval if a referendum petition is filed.
