Creates a bonus payment program in the Department of Early Childhood to incentivize preschool providers to participate in the Colorado Universal Preschool Program

Provides mandatory bonus payments to eligible providers that registered with the program portal by August 31, 2023, and did not previously participate in the Colorado state-run preschool program

Allows additional bonus payments for providers licensed to care for infants and toddlers who maintain or increase their licensed capacity between April 1, 2022, and April 1, 2024

Allows bonus payments to eligible providers in low-capacity preschool areas that register with the program portal, subject to available appropriations

Appropriates $2,500,000 from the general fund for the 2023-24 fiscal year to the Department of Early Childhood, and repeals the program effective July 1, 2025
